OECD Ülkelerinin Covid 19 Pandemisi ile Mücadele Performansı: Kesitsel Bir Araştırma

Bu araştırmanın amacı Ekonomik Kalkınma ve İşbirliği Örgütü (OECD -Organisation For Economic Co-Operation And Development) mensubu ülkelerin Covid 19 pandemi performansını analiz etmektir. Araştırma kesitsel tipte bir araştırma olup araştırmanın evrenini OECD ülkeleri oluşturmaktadır. Araştırmada örneklem seçilmemiş olup, OECD ülke grubunda yer alan toplam 36 ülke araştırmaya dâhil edilmiştir. Araştırmada çok kriterli karar verme tekniklerinden TOPPSIS (Technique for Order Preference by Similarity to Ideal Solutions) yöntemi kullanılmıştır. Araştırmada değerlendirme kriterleri olarak, bir milyon kişiye düşen Covid 19 vaka sayısı, bir milyon kişiye düşen Covid 19- ölüm sayısı, Covid 19 ölüm oranı (%), GSYİH’dan sağlığa ayrılan pay (%), kişi başı cari sağlık harcaması (US$), bin kişiye düşen hekim sayısı, bin kişiye düşen hemşire sayısı ve bin kişiye düşen yatak sayısı alınmıştır. Araştırma verileri “our world in data” ve OECD veri tabanından elde edilmiştir. Araştırmada kullanılan Covid 19 verileri 20.05.2020 tarihini kapsamaktadır. Araştırma verilerinin analizinde Microsoft Excel programı kullanılmıştır. OECD ülkelerinin Covid 19 pandemi ortalama performans puanı 0.716 olarak tespit edilmiştir. Covid 19 pandemi ile savaşta en iyi performans puanlarının sırasıyla Slovakya, Letonya, Kore, Yeni Zelanda ve Avustralya’ya ait olduğu tespit edilmiştir. Covid 19 pandemi ile savaşta en kötü performans puanlarının sırasıyla Belçika, İspanya, İtalya, İngiltere ve Fransa’ya ait olduğu saptanmıştır. Türkiye en iyi performans gösteren ülkeler arasında yer almaktadır. Covid 19 pandemisi küresel bir sağlık krizidir ve her ülke bu süreçte yeni deneyimler kazanmıştır. Bu krizin üstesinden gelebilmek için bireysel, sistemsel ve bölgesel bazda sorumluluklar yerine getirilerek, ülkelerin sağlık sistemleri buna göre güçlendirilmeli ve geliştirilmelidir.

The aim of this study is to analyze the Covid 19 pandemic performance of the countries belonging to the Organization for Economic Development and Cooperation. The research is a cross-sectional research and the universe of the research is OECD countries. The sample was not selected in the study and 36 countries in the OECD country group were included in the study. TOPPSIS (Technique for Order Preference by Similarity to Ideal Solutions) method, which is a multi-criteria decision making technique, was used in the research. As the evaluation criteria in the research, Covid 19 cases per million people, Covid 19 deaths per million people, Covid 19 mortality rate (%), GDP share (%), current health expenditure per capita (US $ ), the number of physicians per thousand people, the number of nurses per thousand people and the number of beds per thousand people were taken. The research data were obtained from “our world in data” and OECD database. Covid 19 data used in the study covers the date of 20.05.2020. Microsoft Excel program was used to analyze the research data. The average performance score of the Covid 19 pandemics of OECD countries was determined to be 0.716. With the Covid 19 pandemic, the best performance points in the war were found to belong to Slovakia, Latvia, Korea, New Zealand and Australia, respectively. With the Covid 19 pandemics, the worst performance points in the war were determined to belong to Belgium, Spain, Italy, England and France, respectively. Turkey is among the best performing countries. The Covid 19 pandemic is a global health crisis, and each country has gained new experiences in this process. In order to overcome this crisis, individual, systemic and regional responsibilities must be fulfilled and countries' health systems should be strengthened and developed accordingly.
