Yerel Yönetimlerin Sosyal Belediyecilik Uygulamaları: Gaziantep Büyükşehir Belediyesi Örneği

Lindbec (1999) refah devleti kavramını devlet tarafından finanse edilen sosyal sigorta sistemleri, transferler, sağlık, yaşlı bakımı ve çocuk bakımı gibi hizmetlerin sağlanması ya da desteklenmesi anlamında kullanmaktadır. Yani devletin klasik rolünden (kolektif mallar üretmek, çeşitli dışsallıkları kontrol etmek, fiziki altyapı üretmek gibi) farklı olarak çeşitli kamu harcama programlarına vurgu yapılmaktadır. Bu anlamda refah devletinin geçmişte sahip olduğu geleneksel rollerinin ötesinde sorumluluklar ve görevler yüklendiği görülmektedir. Bu çalışmada sosyal devlet ve refah devletlerinin kavramsal çerçevesi, sosyal devletin sorumlulukları, yetki devri ve yerel yönetimlere yansımaları incelenecektir. Genelde belediyelerin özelde ise Gaziantep Büyükşehir Belediyesi’nin sosyal hizmet uygulamaları kapsamında yaptığı çalışmalar ele alınacaktır.

Lindbec (1999) uses the concept of welfare state to mean the provision or support of services such as state-financed social insurance systems, transfers, health, elderly care and child care. In other words, different public spending programs are emphasized differently from the classical role of government (producing collective goods, controlling various externalities, producing physical infrastructure). In this sense, it seems that the welfare state has carried out responsibilities and duties beyond its traditional roles in the past. In this study, the conceptual framework of the social state and welfare states, the responsibilities of the social state, the reflections on authority transfer and local governments will be examined. In general, the municipalities and especially the works carried out by Gaziantep Metropolitan Municipality within the scope of social service applications will be examined.
