Teknoloji Transferinin TFV Yoluyla Gelişmekte Olan Ülkelere Temel Taşıyıcıları: Eleştirel Bir Literatür Çalışması
Teknoloji üretemeyen gelişmekte olan ülkelerin teknolojiye erişimi ve bu teknolojinin etkin bir şekilde üretimde kullanılması bu ülkelerin uzun dönem ekonomik büyüme ve kalkınma çabalarında bir zorunluluktur. Durum böyle olmasına rağmen teknolojinin transferi ve transfer edilen teknolojinin emilimi ve kabulü ülkeden ülkeye farklılık göstermektedir. Bu çalışma bir eleştirel literatür çalışması olup, öncelikle “yerel AR-GE çalışmaları, ticaret (ithalat), doğrudan yabancı yatırımları ve beşerî sermaye” değişkenlerini teknoloji transferinin temel taşıyıcı değişkenleri olarak ele alır ve teknoloji difüzyonunun en iyi ‘toplam faktör verimliliği’ (TFV) üzerinden ölçülebileceğini varsayar. Ayrıca, teknolojinin transferinde neden bazı ülkelerin diğerlerine göre göreceli olarak daha başarılı olduğunu tartışmaya açar ve üçüncü olarak TFV’nin teknolojinin iyi bir temsilcisi olup olmadığı sorusu literatür yardımıyla tartışılır.

Carriers of Technology Diffusion to the Emerging Markets via TFP: A Critical Literature Survey
For the less developed and emerging market economies that are not able to produce their own production technologies, the transfer of technology and its effective use in production process are essential for their long-run economic growth and development. Hovever, the transfer and adaptaion of new technologies from the developed nations to emerging economies are not easy and the outcome is not a success for all of them. Thus, this study is a critical literature survey which firstly investigates the effects of domestic research and development activities, trade (imports), foreign direct investment inflows and human capital on total factor productivity, which is accepted as proxy for the technology diffusion. The study, secondly, discusses why some nations are relatively more or less succesfull in the transfer and adaptations of new technologies and thirdly, with the help of the literature, it argues whether the TFP is a good indicator of the technology.
