Öğretmenlerin Öğretmenlik Meslek Yasası Hakkında Görüşleri

Bu araştırmanın amacı 7354 sayılı Öğretmenlik Meslek Yasası’na ilişkin öğretmen görüşlerini ortaya çıkarmaktır. Nitel paradigma ilkeleri çerçevesinde gerçekleştirilen bu araştırmada olgubilim deseni kullanılmıştır. Araştırmanın çalışma grubunu amaçlı örnekleme yöntemlerinden ölçüt örnekleme yöntemi kullanılarak belirlenen Türkiye’nin doğusunda yer alan bir şehir merkezinde görev yapan 54 gönüllü öğretmen oluşturmaktadır. Çalışmanın verileri, araştırmacılar tarafından hazırlanan görüşme formu kullanılarak toplanmıştır. Görüşme formunda katılımcıların demografik bilgilerine yönelik sorular ile Öğretmenlik Meslek Yasası’na ilişkin görüşlerini belirlemek amacıyla hazırlanan açık uçlu 4 soruya yer verilmiştir. Elde edilen verilerin analizinde içerik ve betimsel çözümleme teknikleri kullanılmıştır. Araştırma sonucunda Öğretmenlik Meslek Yasası’nın olumlu görülen yönlerinin yanında iyileştirilmesi gereken hususların da olduğu saptanmıştır. Bu yasanın öğretmenlere yönelik ilk müstakil yasa olması, farkındalık yaratması, öğretmenleri motive etmesi olumlu yanları olarak görülürken; içerik açısından yetersiz oluşu, kariyer sistemi ile getirdiklerinin öğretmenler arasında bir ayrım oluşturacağı çekincesi ise olumsuz yönleri olarak görülmüştür. Öğretmenlik Meslek Yasası ile ilgili önümüzdeki yıllarda benzer çalışmaların yapılmasının kanunun iyileştirilmesi açısından faydalı olacağı düşünülmektedir.

This study aims to reveal the opinions of teachers on the Teaching Profession Law No. 7354. The phenomenological design has been used in this study, which has been carried out within the framework of qualitative paradigm principles. The study group of the study consists of 54 volunteer teachers, working in a city center located in the east of Türkiye, who have been determined by using the criterion sampling method, one of the purposeful sampling methods. The data of the study have been collected using the interview form prepared by the researchers. The interview form includes the demographic information of the participants and 4 open-ended questions prepared to determine their opinions on the Teaching Profession Law. Content and descriptive analysis techniques have been used in the analysis of the collected data. As a result of the study, it has been concluded that in addition to the positive aspects of the Teaching Profession Law, there are also issues that need to be improved thereof. The fact that the Teaching Profession Law is the first independent law for teachers and it raises awareness and motivates teachers is seen as the positive aspects of this Law, its inadequacy in terms of content and the reservation that it will create a difference between teachers through the career system have been considered as its negative aspects. It is deemed beneficial to perform similar studies on the Teaching Profession Law in the forthcoming years for the purpose of its improvement.
